Be in touch with your MP and MLA. Ask them what they know about PCEPA (Protection of Communities and Exploited Persons Act).


Share with them that you agree with this law, that they should support it, and that they need to be asking for more money from Ottawa for organizations that are doing direct care for survivors.

Contact your local police department and see what they are doing to enforce PCEPA (Protection of Communites and Exploited Persons Act).


If they are not doing anything, gather some like-minded people. Through regular contact and community action, let your police know that enforcement and curbing the demand for paid sex is the law.

Speak up.  Educate others on the real facts of prostitution, and the façade of “choice”. 

Ask the men in our life if they purchase sex including pornography.  If they do, educate them about the realities of the sex industry and how they are perpetuating these systems of inequality and violence.

    Dear Chief Constable Palmer:

    Thank you for your work thus far combatting human trafficking in Vancouver. I am writing as a

    concerned citizen to request the enforcement of the Protection of Communities and Exploited Persons

    Act throughout Vancouver.

    Ending sex trafficking and prostitution in B.C. is an important gender equality and human rights issue,

    particularly as Canada’s Indigenous peoples are disproportionately affected by these issues. Without

    addressing the demand for buying sex, as the Act does, we cannot hope to reduce the number of

    victimized persons.

    A similar law enacted in Sweden was found to be quite successful. During a visit to Vancouver in 2016,

    Detective Inspector Simon Haggstrom of the Stockholm Police Prostitution Unit stated that they had

    reduced trafficking in Sweden.

    Canada’s prostitution laws put our nation at the forefront of global change towards a more just society.

    However, the law must be uniformly enforced to protect the most marginalized of society.

    I ask you to ensure that the Vancouver Police Department enforces the Protection of Communities and

    Exploited Persons Act.

    As the Premier of British Columbia, you are known for your commitment to the marginalized, the poor,

    immigrants, minorities, women and children and indigenous people in this province.

    I am writing as a concerned citizen to bring your attention to the Protection of Communities and

    Exploited Persons Act (PCEPA) and the lack of awareness and enforcement of this equality law in our

    province. In signing the Palermo Protocol in 2002, Canada agreed to create legislation, plans and fund

    programs to end human trafficking. PCEPA supports this commitment and will help reduce trafficking of

    vulnerable persons.

    Ending sex trafficking for the purpose of commercial prostitution in B.C. is an important gender equality

    and human rights issue, particularly as Canada’s indigenous peoples are disproportionately affected by

    this exploitation.

    British Columbia could lead the country in recognizing prostitution as violence against women, as stated

    in PCEPA. Alberta has established a Human Trafficking Task Force to end human trafficking in that

    province and B.C. could also implement this successful tool.

    I am asking you to ensure that police forces in B.C. are instructed to enforce the law, and that there is

    support and resources available for those who wish to exit the commercial sex industry.
